I think it's part of the "80s-90s moe" anime aesthetic. MAYBE a specific type of moe, where the eyes are taller, rather than wider. Sailor Moon, You're Under Arrest, Urusei Yatsura all share the general "eyes drawn larger/taller" principle that the "moe art style" was known for. I'd probably need more research to narrow it down any further, but you get the idea. Looks great!
