She is indeed, the once kidnapped Kasumi's elder sister long time ago which kidnapped by the mercenary group called Hell Seether, as Hell Seether wanted to find the weak point of the JSDNF which led by General Konata by kidnapping one of his daughter who's the elite of that force.
Until, he got rescued by The Global Order and she wanted to fulfill her revenge upon the criminal mercenary group with her brute force by any means.
And despite she's finally reunited by her younger sister, it ended in a massive fight where Kasumi assumed that she's betrayed her by joining the globalist force.
