A Deep One and the FBPI's Unsub. At first, she is seen as a paranoid schizophrenic with the intention of overprotecting her son at all costs from impurity. However, the FBPI began to suspect that there's a deeper meaning and discovered that she's a Deep One born from Innsmouth, and was a secret member of an extremely dangerous cult. She was responsible for bringing the Clown Doll, which is a claydol, to life and kill any babysitter that dares try to get close to her son in order to protect the cult and herself. After the Clown Doll's downfall, Moira was arrested as the true mastermind and sentenced to life in prison without the possibility of parole.
