This is a FULLY Rigged downloadable VRoid made model. It has All 52 blendshapes and FULL facial tracking including jaw movement, puffing up the cheeks and sticking out the tongue.
It is a Melusine from Genshin Impact, you can use this model as a base to start your vtubing journey. You can use it as your actual model, or practice with it, or use it as inspiration.
