A combination of DP, BDSP, Anime, and Masters Dawn. I have no idea how to edit the hair physics so the scarf is just broken. I'll update if I figure it out.

I have an idea of how to fix the scarf! Download https://booth.pm/ja/items/1784758 which is a Bone Weight Transfer to make it attach to the neck! Have Combine Hair Mesh Off in Export settings! You have to have Unity and https://github.com/vrm-c/UniVRM/releases which is to be able to import VRM into Unity! I'm sorry for the sudden unprompted links but those tools are a life saver!
